The plaintiff, Public Citizen, brought this suit under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, seeking certain records filed by the defendant- intervenors, Pfizer Inc. (“Pfizer”) ' and Purdue Pharma L.P. (“Purdue”), in compliance with the companies’ “Corporate Integrity Agreements” (“CIAs”) 1 with the Office of the Inspector General (“OIG”) of the United States Department of Health and Human Services (“HHS”).
