I find myself unable to concur in the result reached by the majority in this case. That result, as I view it, gives to faithless public officials carte blanche to impose on and defraud citizens who deal with them in their public relations. Of course, my associates can have no sympathy for such result, but it is, nevertheless, inescapable. My dissent rests, in a large part, on my reluctance to join' in a statement of the law which, in my opinion, will be hereafter used to excuse practices not in harmony with honest government.
