This is an appeal by Paul H. 0. Chung, Clerk of the City and County of Honolulu, from a decision of the Board of Registration of Electors for the City and County of *221Honolulu, dated June 5, 1958, relating to the application of Eobert P. Buda for registration as an elector. Before filing his application, the applicant had been convicted and sentenced to imprisonment for six years by a Japanese court for committing a criminal offense in Japan.
