This appeal arises from the district court’s grant of summary judgment for defendant-appellee Consolidated Rail Corporation (“Conrail”) in this action filed under the Federal Safety Appliances Act (“FSAA”), 49 U.S.C. §§ 20301-20306, the Federal Employee Liability Act (“FELA”), 45 U.S.C. §§ 51-60, and the Federal Boiler Inspection Act (“BIA”), 49 U.S.C. §§ 20701-20703.
