MEMORANDUM OPINION

BULLOCK, District Judge.

Plaintiff Maurice Spencer (“Spencer”) filed this civil rights action in state court against Defendant Town of Chapel Hill, North Carolina, and numerous Chapel Hill police officers seeking damages sustained as a result of a “high risk vehicle stop” that occurred on February 27, 2000.
