This appeal requires an evaluation of the $300,000 “per claimant” limitation embodied in the Pennsylvania Property and Casualty Insurance Guaranty Association Act.

In May of 1994, Thomas Campbell, a resident of Texas, was killed in Nevada in the crash of an airplane owned and operated by Appellee Keystone Aerial Surveys (“Keystone”), a Pennsylvania corporation.
