In this action involving the Fair Campaign Practices Act (Act), §§ 1-45-101 to -118, C.R.S.2008, and the Campaign and Political Finance Amendment, Colo. Const. art. XXVIII (the Amendment), respondent, Patterson Recall Committee, Inc. (Committee), appeals the judgment entered by an administrative law judge (ALJ) in favor of complainant, William N.
