Appellant was arrested for driving while intoxicated. The following day, a misdemeanor information charging her with the offense of driving while intoxicated was filed. On June 7, 1995, an administrative law judge concluded that the Department of Public Safety had failed to prove the arresting officer had probable cause to stop Appellant.
