SILBERMAN, Circuit Judge:
The National Labor Relations Act permits collective bargaining agreements that require employees in a bargaining unit to pay union dues and initiation fees, but such agreements may not oblige employees to pay “assessments.” The National Labor Relations Board concluded that petitioner Pacific Northwest Newspaper Guild, Local 82 violated sections 8(b)(1)(A) and 8(b)(2) of the National Labor Relations Act by attempting to cause the Seattle Times, pursuant to a collective bargaining agreement, to discharge two of its…
