In 1985, the State Board of Professional Medical Conduct charged petitioner, who had been licensed to practice medicine in New York since 1970, with professional misconduct under *320Education Law § 6509 (2).1 The Board alleged that petitioner, a Deputy Chief Medical Examiner for the New York City Medical Examiner’s office, had improperly conducted two autopsies.
