MEMORANDUM AND ORDER
MORAN, Senior District Judge.
Plaintiff Dwayne L. Walker is a resident of the Illinois Department of Corrections (“IDOC”) who brings this two-count action pursuant to 42 U.S.C. §§ 1983 and 1988.
