The Administrator of the Housing and Development Administration of the City of New York appeals from a judgment entered at Special Tefm on June 6,1969 annulling his dismissal of petitioner-respondent from his position as Supervising Steel Inspector in the Department of Buildings of the City of New York and directing his reinstatement. The respondent’s order followed an administrative hearing. Initially, we wish to point out that Special Term’s procedure was improper.
