Proceeding pursuant to CPLR article 78 (initiated in this court pursuant to Labor Law §§ 220 and 220-b) to review a determination of respondent Commissioner of Labor which, inter alia, found that petitioner willfully failed to pay prevailing wages and supplements.
In 1987, petitioner began work on an $800,000 contract with the State Office of General Services involving construction at the Albion Correctional Facility in Orleans County.
