This appeal is from the dismissal of a lawsuit seeking public records from an Advisory Neighborhood Commission ("ANC") under the District of Columbia Freedom of Information Act ("FOIA"). Appellant, James Kane, contends that the Superior Court erred in upholding ANC 2F's assertion of the deliberative process privilege to redact or withhold certain documents responsive to his FOIA request.
