Anna Mae Edgar (“Sister”) initiated this “small-estate proceeding” under section 473.097 in the Probate Division of the Circuit Court of Phelps County (“the probate division”) following the death of her brother, Melvin Harris (“Decedent”).1 Thereafter, Cynthia Harris (“Appellant”), Decedent’s wife, filed a verified “Motion to Convert to Full Estate and Require Supervised Administration of Decedent’s Estate” (“the Motion to Convert”).
