The act of Congress entitled “An act to amend the laws relating to Ameri*674can seamen, for the protection of such seamen and to promote commerce,” passed December 21, 1898 (30 Stat. 755, 763, c. 28), provides, in section 24 [U. S. Comp. St. 1901, p. 3080], as follows:
