City of San Antonio v. San Antonio Express-News
Texas Court of Appeals, 4th District (San Antonio)
1Opinion of the Court
OPINION
TOM RICKHOFF, Justice.
This is an appeal from a summary judgment rendered in favor of the San Antonio Express-News (“the Express-News”) and John Tedesco. The newspaper requested the “Use of Force” reports from the San Antonio Police Department under the Texas Public Information Act (“the TPIA”), and the City responded that the reports were exempt as part of an individual officer’s personnel file. We find that the re ports are administrative in character and that we must construe the TPIA liberally in favor of granting requests for information. We affirm.
