These related cases challenge the constitutionality of legislation, 1995 N.Y.Laws Ch. 145 (“Legislation”), enacted in June 1995 providing for comprehensive intervention in the Roosevelt Union Free School District, located within the town of Hempstead in Nassau County, New York, and the subsequent removal of plaintiffs Seretta McKnight (“McKnight”) and Betty Baldwin (“Baldwin”) from the Roosevelt School Board (“School Board”) pursuant to an order issued by the New York State Board of Regents on January 2, 1996.
