In this sealed child abuse expunction case, R.H. (Petitioner) petitions for review of an order of the Department of Human Services (Department), Bureau of Hearing and Appeals (BHA), that adopted a recommendation by an Administrative Law Judge (ALJ) to dismiss Petitioner's request for an appeal nunc pro tunc (late appeal by permission) from an indicated report of child abuse.
