OPINION

BARAJAS, Chief Justice.

This is an appeal from an order reinstating Appellee as a member of the State Bar of Texas. We reverse and render judgment refusing Appellee’s application for reinstatement as an attorney.

J. SUMMARY OF THE EVIDENCE

Appellee was disbarred as an attorney and counselor at law in the State of Texas by judgment dated March 30, 1990. The basis of the disbarment judgment stemmed from Appellee’s conduct in securing two loans from two sisters, Mary and Blanche Taylor, whose nephew, Mark Taylor, worked in Ap-pellee’s law firm.
