DECISION AND ORDER

WARREN, District Judge.

Presently before the Court in this matter is the plaintiff's motion for an award of attorneys’ fees, pursuant to the Equal Access to Justice Act, 28 U.S.C. § 2412(d). For the reasons stated below, the Court concludes that the motion shall be granted.

BACKGROUND

This action was initiated on April 13, 1984, when the plaintiff filed her complaint, seeking judicial review of the denial by the Secretary of Health and Human Services (the “Secretary”) of her request for waiver of certain overpayments in Supplemental Security Income benefits. Although payments…
