Plaintiffs Barbara Hartke, Peter Borkowski, and Christine Sanchez (the “Hartke plaintiffs”) bring this 42 U.S.C. § 1983 action to challenge the constitutionality of the failure of defendants to place upon the ballot in the City of Chicago for the November 4, 1986 election a referendum on whether to establish a nonpartisan system for the election of Chicago’s officers.
