As will readily become apparent, this litigation has undulated more than a ripple on the surface of the Missouri Clean Water Law, Sections 204.006 to 204.141, RSMo Supp. 1973.

The State of Missouri on the relation of the Attorney General and the Missouri Clean Water Commission (hereinafter referred to as the State) filed a two-count petition against Union Electric Company (hereinafter referred to as Union Electric).
