MEMORANDUM OPINION
FACCIOLA, United States Magistrate Judge.
Plaintiff brought this action to challenge a decision by the District of Columbia Public Schools (“DCPS”) to place a learning disabled child at Prospect Learning Center (“Prospect”), a public school program, and a hearing officer’s approval of that placement. The court granted in part and denied in part plaintiffs Motion for Summary Judgment, and subsequently plaintiff moved for attorneys’ fees and costs. For the reasons stated herein, plaintiffs Motion for Attorneys’ Fees is granted in part and denied in part.
