Plaintiff-appellant, Jose Hernandez, a disabled prisoner, sued Defendants-appel-lees, Sheriff Thomas J. Dart and Cook County (collectively “Defendants”), under 42 U.S.C. § 1983 for excessive force and deliberate indifference to his medical needs. These two claims stemmed from his treatment while he was a pre-trial detainee in the custody of the Cook County Department of Corrections (“CCDOC”).
