As held by this court in Badger v. State, 154 Ga. 443 (supra), the small-loan act of 1920 (Ga. L. 1920, p. 215) does not violate article 1, section 4, paragraph 1, of the constitution of this State, which provides that no special law shall be enacted in any case where provision has been made by an existing general law.
