The three groups of petitioners in this consolidated appeal, all Iraqi citizens, 1 seek review of an order of the Immigration and Naturalization Service denying their applications for political asylum and withholding of deportation pursuant to sections 208 and 243(h) of the Immigration and Nationality Act of 1952, 8 U.S.C. §§ 1158 and 1253(h) (1976 ed.), as amended by section 203(e) of the Refugee Act of 1980, Pub.L. 96-212, 94 Stat. 107.
