WORKMAN, Justice:

This ease is before the Court upon the appeal of the January 29, 1991, final decision of the Board of Law Examiners (hereinafter referred to as the Board) which found that the appellant, Gary Wayne Frasher, was not qualified to sit for the West Virginia bar examination. 1 The appellant alleges that: 1) the Board has committed a constitutional 2 error involving a denial of equal protection to the appellant with respect to his liberty interest and substantial property right in a license to practice law by denying his application; and 2) the Board erred in failing to find the…
