FERGUSON, Circuit Judge:
This is a petition for review of decisions of the Federal Energy Regulatory Commission (“Commission”)1 in consolidated ad*1225ministrative proceedings involving licensed Project No. 176 in northern San Diego County, California. The project was originally licensed for 50 years in 1924 to the Escondido Mutual Wateir Company (“Mutual”) pursuant to Part 1 of the Federal Power Act (“FPA”), 16 U.S.C. § 791a et seq. (1976).
