ORDER
HAWKINS, District Judge.
The parties to this action have agreed that the court should decide this case based on a Stipulated Statement of Facts filed June 24, 1980, and on proposed Conclusions of Law filed by the parties with the court. The court hereby adopts the said Stipulated Statement of Facts verbatim.
