The appellant, Jay A. Boyd, seeks review of two decisions of the Board of Veterans’ Appeals (Board) that stem from his attempt to obtain an effective date earlier than May 26, 1999, for the grant of a 30% disability rating for postinflammatory hy-popigmentation of the face, back, chest, and abdomen: (1) A June 11, 2008, Board decision that determined that Mr. Boyd failed to file a timely Substantive Appeal regarding the original April 1997 VA regional office (RO) decision that assigned an initial 10% disability rating, effective from March 26, 1990; and (2) an August 20, 2009,…
