OPINION

SAYLOR, Justice.

Appeal was allowed to determine whether the authority vested in officers of the Harrisburg International Airport police rendered them “police officers” for purposes of enforcing the provisions of the Motor Vehicle Code’s Implied Consent Law.

At the time of the incident under review, the Harrisburg International Airport (“HIA”) was owned and operated by the Commonwealth of Pennsylvania, through *1154its Department of Transportation, Bureau of Aviation, which maintained authorization to employ (subject to gubernatorial approval) individuals commissioned as “police officers.”…
