San Carlos Irrigation and Drainage District (“SCIDD”) appeals from the February 24,1995 revised final judgment of the United States Court of Federal Claims, San Carlos Irrigation and Drainage District v. United States, 32 Fed. Cl. 200 (1994) (damages calculation revised by Order, San Carlos Irrigation and Drainage District v. United States, No. 460-86L (Fed.Cl.
