Plaintiff John Cragg brought this 42 U.S.C. § 1983 action against his former employer, the City of Osawatomie, Kansas, alleging he was terminated in violation of his rights under the First and Fourteenth Amendments. 1 In the months prior to his termination, Mr. Cragg participated in city elections by posting a sign in his front yard and placing an advertisement on a local cable access channel.
