On January 9, 1998, the Circuit Court of Henrico County issued a writ of prohibition against the Honorable A. Elisabeth Oxenham, Judge of the Juvenile and Domestic Relations District Court of Henrico County (Judge Oxenham). Under the terms of the circuit court’s order, Judge Oxenham could not prevent Robert H. Martin (Robert) from retaining an attorney to represent his minor son on a petition charging assault and battery filed by the child’s mother.
