The plaintiff, Dorothy Rivera, commenced this civil rights action under 42 U.S.C. § 1983 and its jurisdictional counterpart, 28 U.S.C. § 1343(3), to challenge the constitutionality of the administrative procedures (“Administrative Case Review”) employed by the Welfare Commissioner 1 to remove two foster children from her custody and control.
