In this action under the Federal Tort Claims Act (“FTCA”), José E. Ríos Colón (“Ríos Colón”), his mother Mayra Ivette Colón González, stepfather Harold López Torres, sister Samaris Ríos Colón, and father José Ríos González (collectively, “plaintiffs”) sued the United States of America and the United States Army Corps of Engineers (“the Corps”) (collectively, “the Government”) for damages arising out of an auto accident that occurred at a detour on a Government highway project.
