The United States and J. Kenneth Mansfield, Inspector General of the Department of Energy (DOE), seek reversal of a District Court order denying enforcement of a subpoena ad testificandum issued by the In spector General. The subpoena was issued in the course of an investigation of alleged unauthorized disclosure of information by Department of Energy officials.
