This case presents several issues relating to the scope of an agency’s duty to bargain under the Federal Service Labor-Management Relations Statute (“the Statute”). 1 The petitioner, the Association of Civilian Technicians, Montana Air Chapter (“the Union”), is the exclusive representative of civilian technicians employed by the Montana Air National Guard (“the Guard”).
