DOMINGUEZ, District Judge.

Plaintiffs institute this suit under 42 U.S.C. § 1983, for injunctive and declaratory relief alleging they were deprived by the Defendants, the Major of Ponce and several Executives of the Municipality of Ponce in their personal capacity,1 of Civil and Constitutional rights guaranteed by the Constitution and Laws of the Commonwealth of Puerto Rico and the United States. Pursuant to Rule 23 of the' Fed.R.Civ.Proc., Plaintiffs seek a declaration that the actions of Defendants of increasing the daily hours of work of every employee of The Municipality…
