BOLIN, Justice.

Hubert M. Norris appeals from a summary judgment entered in favor of the Fayette County Commission (“the Commission”) and the dismissal of his petition for a writ of mandamus. We affirm.

I. Undisputed Facts and Procedural History

Norris held the office of Sheriff of Fay-ette County for consecutive four-year terms beginning June 1974 until his resignation in May 1989.
