OPINION AND ORDER
PANNER, District Judge:
This matter comes before the' Court on cross motions for summary judgment filed by Plaintiff Oregon Wdd (# 12) and Defendant United States Forest Service (“the Forest Service”) (# 15). Plaintiffs Motion for Summary Judgment (#12) is DENIED. The Forest Service’s .Cross-Motion for Summary Judgment (# 15) is GRANTED.
