The town council of the incorporated town of Casey by proper legal proceedings proposed to pave certain streets in said town. Certain property owners in said town duly filed objections before the town council to the establishment of the proposed improvement. Said objections were overruled by said town council, and the resolution adopted, ordering the improvement. Thereafter, certain of said objectors endeavored to prosecute an appeal from the action of the city council to the director of the budget of the state.
