SINGLETON, District Judge.

The Municipality of Anchorage (the “Municipality”) sues the State of Alaska and Michael Barton, the State Commissioner of Transportation, alleging that certain legislation adopted by the Alaska Legislature regarding the spending of federal highway funds violates federal law and impairs a contract between the State and the Municipality adopted in conformity with federal law.
