The principal question presented by this appeal is whether, in the circumstances alleged, defendants — the governor and municipal government of the city of Tokyo, Japan — are immune under the Foreign Sovereign Immunities Act (“FSIA”), 28 U.S.C. § 1602 et seq., from plaintiffs sexual harassment suit.
