Pending before the Court is the Commonwealth of Puerto Rico and the State Elections Commission’s (“defendants”) Notices of Removal, filed November 13, 1998 (Dockets #1, 3), seeking removal of the above-captioned action from the Superior Court of the Commonwealth of Puerto Rico, San Juan Part, to this Court.
