This case is before the Court on the Plaintiff’s motion for partial summary judgment. In addition, the individual Defendants have moved for summary judgment as to all claims, and the Defendant City of Providence has moved to dismiss the complaint. Plaintiff contends that she is entitled to judgment as a matter of law on her facial challenge to General Order No. 16 and Conduct Regulation 200.4-Di-vulging Information.
