OPINION

RILEY, Judge.

STATEMENT OF THE CASE

Appellant-Petitioner, Rachel Moseco (Moseo), appeals the trial court's dismissal of her Petition for Judicial Review. We affirm.

ISSUES

Moseo raises two issues for our review, which we restate as:(1) Whether Moseo substantially complied with the statutory requirements of the Administrative Orders and Procedures Act (AOPA); and(2) Whether the trial court had discretion to maintain subject matter jurisdiction by granting her an extension of time.
