Appellant is the owner of a planned unit development in Sacramento County known as Campus Commons. A planed unit development is a subdivision project where all or some of the several owners of separate lots or parcels have the beneficial use and enjoyment of an improved area, referred to as the “common” area, consisting of recreational and similar facilities; the “common” area is owned, operated, and maintained by a non-profit corporation or association in which the lot owners are the members.
