This action is the most recent lawsuit in a series of protracted legal disputes over New York State’s administration of federal Medicaid funds. Plaintiff Transitional Services of New York for Long Island (“plaintiff’ or “TSLI”) brings this action against the New York State Office of Mental Health, Commissioner Michael Hogan, the New York State Department of Health, and Commissioner Nirav R.
